A Straight Answer:
SEO Consultant vs SEO Agency
I’m Paul Hoda, and I have sat on the consultant side of the SEO consultant vs SEO agency question since 2005. This page sets out where each model wins, where it struggles, and when I would point you elsewhere. My own specialism is dental and health SEO.

SEO Consultant vs SEO Agency: What Each Really Is
The labels get blurred in sales pitches, so it pays to strip them back. The real distinction is structural: how many people sit between your budget and the person deciding what changes on your website, and how much experience that decision maker has. With an independent SEO specialist, that person is the one you hire.
There are three common ways to buy SEO in the UK:
- Independent SEO consultant: one experienced specialist who diagnoses the problem, sets the plan and carries out or directs the work personally, usually with a small number of clients at a time.
- SEO agency: a company with several roles, such as sales, account management, strategists, writers and link builders, sharing your account between them under a fixed process.
- Freelancer: a self-employed practitioner, often hired for defined tasks like an audit, a batch of articles or some outreach, with strategy left to you.
None of these is automatically superior. Each suits a different budget, website size and level of in-house skill. If you want the fuller definition of my side of the comparison, read what an independent SEO consultant is.
Signs a consultant could be the better buy
- Your agency reports look busy, yet enquiries are flat
- You never speak to whoever actually edits your site
- Your account lead has changed twice in a year
- You are tied to a contract longer than the results justify
- Technical problems wait in a queue for another team
- You want one person to answer for the outcome
Recognise a couple of these? A senior pair of eyes may be what is missing. If the trouble is a sudden slide, check what typically causes a rankings drop first.
What One SEO Consultant Has Delivered
When comparing suppliers, ask every one of them for figures like these. Mine are pulled from client Search Console accounts, before and after I took over, and they measure real people arriving from Google.

About Paul, the SEO Consultant in This Comparison
So you know who is writing this: I’m Paul Hoda, an independent SEO consultant based in London, working with clients across the UK. Repairing computers, coding and building websites came first; search took over in 2005, and I have been studying why Google favours one page over another ever since.
That matters in this debate because it removes a hand-off. Where an agency might route a slow template or an indexing fault to a separate department, I can open the code, find the cause and either fix it or hand your developer an exact instruction.
My own site has stayed on Google’s first page for crowded phrases such as SEO expert and SEO consultant UK through years of algorithm changes. Whoever you hire, consultant or agency, ask them to show you something similar.
- Since 2005 working in SEO
- 5.0 average across Google reviews
- Family-run, no shareholders to satisfy

SEO Consultant vs SEO Agency: What You Get
On paper, agencies, consultants and freelancers list near-identical services. The gap shows up in depth and in who performs each task. Below is how each service tends to look under each model, and what you receive from me.
Website SEO Audit
Agencies often lead with a branded crawler export; freelancers may sell one as a standalone gig. Mine is checked by hand, compared with the sites beating you, and ends with a short ranked list.
Keyword Research & Strategy
Whichever route you pick, insist on research tied to revenue, not volume alone. I group terms by buying intent and assign each to one page, so nothing competes with itself.
On-Page SEO
In a larger team this is frequently a junior task done from a template. I write or approve every title, heading and internal link on the pages that matter commercially.
Technical SEO Essentials
The area where models differ most. Some agencies hand it to developers, some freelancers skip it. I diagnose crawl, speed and indexing faults myself and often correct them in the code.
Content Strategy
Agencies are strong on volume if they run a writing team. I focus on fewer, better pages, with briefs precise enough for your own writers or mine to follow.
Local SEO & Google Business Profile
Map pack work is fiddly rather than glamorous, and it is easy to neglect. I set up your profile, citations and area pages properly, then keep them consistent.
Link Building & Digital PR
Ask any supplier where links come from. Cheap packages can mean paid networks that later cause penalties. I build mentions through relevant outreach only.
LLM & AI Overview Visibility
Newer, so quality varies widely between suppliers. I include visibility in ChatGPT, Gemini, Perplexity and AI Overviews as part of the standard monthly work.
Ranking Recovery Work
Recoveries need someone senior to read the evidence quickly. I trace the cause of the fall and set out the order of repairs, with no upsell attached.
Which Businesses Suit an SEO Consultant vs SEO Agency?
Your sector, website size and internal team shape the answer more than any sales pitch. Here is how I would advise each type of business, including where an agency is the sensible call.
Private Dental Practices
Clinics usually do best with a specialist rather than a generalist team, because patient trust, medical accuracy and map rankings all need expert handling. This is the field I know most deeply.
Ecommerce Brands
Huge catalogues needing daily content may justify an agency. Most shops, though, gain more from a consultant who fixes faceted navigation, category pages and indexing at the root.
Software & SaaS Companies
Software firms with an in-house marketer tend to suit a consultant who sets direction while their team ships the pages. Heavy content programmes can tip the balance to an agency.
Local & Professional Services
Firms that live on local enquiries rarely need a big team. A consultant who sorts the profile, location pages and reviews strategy usually gives better value than a bundled retainer.
In-House Teams & Agencies
Already have an agency or staff? You may not need to replace anyone. I often sit alongside them as an independent adviser, auditing output and steering priorities.
SEO Consultant vs SEO Agency vs Freelancer, in Detail
Line them up side by side and the trade-offs become clear. Agencies offer capacity, consultants offer seniority and directness, and freelancers offer a low entry price for well-defined tasks. The right pick depends on which of those you are short of.
Pick an agency if
- You need many people producing work every week
- SEO is one strand of a larger paid, social and PR brief
- Your procurement rules require a supplier of a certain size
- You are comfortable with a minimum term in return for capacity
Pick an independent consultant if
- Experience and judgement matter more than headcount
- You want the strategist and the doer to be one person
- Your budget is better spent on work than on layers
- You would rather keep the right to leave each month
Where a freelancer fits
A capable freelancer is useful when you already know exactly what needs doing, such as writing to a brief or fixing a listed set of errors. Hire one for strategy and you take on the risk of steering it yourself.
| Comparison | Independent Consultant (Paul Hoda) | Typical SEO Agency | Typical Freelancer |
|---|---|---|---|
| Who does the work | The person you hired, start to finish | A team, with seniority varying by account size | The freelancer, sometimes with subcontractors |
| Experience | Hands-on in search since 2005 | Broad across the firm, uneven per person | Ranges from novice to highly skilled |
| Communication | You message the practitioner directly | Mostly through a named account contact | Depends on their workload and other clients |
| Contracts | Rolling monthly, no minimum term | Fixed terms are common, often several months | Usually per task or per hour |
| Technical SEO | Diagnosed and often fixed in the code personally | Shared between specialists or developers | Strong in some cases, absent in others |
| Cost | From £1,000 a month, fee goes into the work | Usually higher, as fees fund a wider business | Lowest entry cost, quality hard to predict |
How to Choose: SEO Consultant vs SEO Agency
Use these five steps whether you end up hiring me, an agency or someone else entirely. They protect your budget and make the comparison fair.
-
1 Start here
Define Your Goals
Write down what success means in enquiries, sales or bookings, not rankings alone, and which services earn you the most.
Outcome: one measurable target every supplier is judged against.
-
2 Before quotes
Set a Realistic Budget
Decide what you can commit for at least six months, since SEO compounds slowly and stopping early wastes the setup.
Outcome: a monthly figure that tells you which models are realistic.
-
3 Shortlist
Ask Vetting Questions
Ask each candidate who will do the work, what they would change first and why, and to show results you can verify.
Outcome: a shortlist based on evidence rather than presentation polish.
-
4 First 90 days
Run a Trial Period
Favour suppliers who let you start without a long lock-in, so the first months prove whether the fit is right.
Outcome: real delivery to judge, not promises.
-
5 Each quarter
Review and Decide
Compare progress against your original target, look at the quality of the work itself, and keep or change course.
Outcome: a decision grounded in your own data.

SEO Consultant vs SEO Agency Costs in the UK
For ongoing work, an experienced independent SEO consultant in the UK usually charges between £1,000 and £5,000 a month, depending on scope. Agencies tend to sit higher, since the fee also funds account staff and premises, while freelancers vary most of all. My own retainers start at £1,000 a month, fixed after a free look at your site. My guide to SEO consultant fees in the UK gives a full breakdown of day rates, projects and monthly retainers.
Independent consultancy
from £1,000/month
- Senior strategy and delivery in one fee
- Technical SEO, content and outreach covered
- Visibility in AI answers as standard
- A monthly report tied to your goals
- The same person from pitch to report
How the others usually charge
- Agencies: monthly retainers, often with a minimum term
- Agencies: separate charges for content or PR are common
- Freelancers: hourly, daily or per-task rates
- Freelancers: cheapest entry, strategy often extra
My terms, in plain words
- Rolling monthly agreement
- All work stays yours if you end it
- Every task explained in writing
- I will say so if an agency suits you better
SEO Consultant vs SEO Agency for AI Search
Partly. Buyers now meet AI Overviews and AI Mode on Google before any blue link, and many ask ChatGPT, Gemini or Perplexity to suggest a supplier outright. Every SEO provider claims to handle this, so you need to know who genuinely does.
The good news is that the foundations are unchanged. AI answers lean on pages that already rank and on brands discussed by reputable sources. A provider that gets technical health, expert content and authority right will usually do well here too, whatever its size.
With me, AI visibility is part of the standard monthly work rather than a separate add-on, and I report it beside your Google positions.
Questions to put to any provider on AI
- Do you track mentions in ChatGPT, Gemini and Perplexity?
- How do you shape pages for AI Overview citations?
- Which customer questions will our content answer?
- Can AI crawlers reach and read our site?
- Where will third-party mentions come from?
- Is AI visibility reported alongside rankings?

Before You Hire: SEO Consultant vs SEO Agency Questions
Most poor SEO hires come down to questions nobody asked at the start. Glossy proposals look much alike, and the differences only surface months later, once the budget has gone. To see how a consultancy engagement runs month by month, read what to expect from an SEO consultant.
Put the same checklist to every consultant, agency and freelancer you speak to, and write down the answers. Vague replies on who does the work, what happens in month one or how you can leave tell you a great deal.
The topics worth raising with any shortlist include:
- Who does the work?
- Contract length
- Notice period
- Their own rankings
- Verifiable results
- Link sources
- Technical skills
- Reporting format
- Month one plan
- Account ownership
- AI search approach
- Exit handover
How I answer them
I do the work myself, on a rolling monthly agreement. You own every account, login and piece of content. Engagements run remotely through shared access to Search Console, analytics and your CMS, with written monthly reports and direct email or phone contact.
Put those answers next to any agency proposal you hold. If theirs fit your situation better, take that route; I would rather you made the right hire than the wrong one with me.
For a fuller checklist, read my guide on what makes an SEO expert worth hiring, or send me the quotes you have and I will give you an impartial view.
SEO Consultant vs SEO Agency FAQs
Is an SEO consultant cheaper than an agency?
Usually, for the same level of seniority. An experienced UK consultant tends to charge £1,000 to £5,000 a month, while an agency’s fee also has to fund account managers, sales and premises. My work starts at £1,000 a month. Freelancers can cost less again, but often cover a narrower slice.
When is an SEO agency the better choice?
When you need several people producing content, links and technical work at the same time, when SEO sits inside a wider multi-channel brief, or when internal rules demand a larger supplier. In those cases I will tell you so.
Can a single consultant handle a big website?
Often, yes. Large sites usually need sharp technical judgement more than extra hands. I set priorities and brief your developers and writers, so the volume is handled in-house while the direction comes from one experienced person.
What is the difference between a consultant and a freelancer?
A freelancer typically executes defined tasks you specify. A consultant owns the thinking: diagnosing what is wrong, deciding what to do and in what order, then delivering or directing it. Some freelancers are excellent consultants; the label matters less than the scope you agree.
Should I switch from my current agency?
Not necessarily. First check whether the work is aimed at the right goals. I can review your agency’s output as an independent adviser and tell you whether it needs a nudge, a new brief or a replacement.
Can I hire a consultant and an agency together?
Yes, and it can work well. The consultant sets strategy and quality checks, while the agency supplies volume. The key is a clear split of responsibilities so nobody duplicates effort or blames the other.
How long should I commit before judging results?
Give any provider around six months for meaningful movement in competitive markets, though technical fixes can show earlier. Be wary of contracts far longer than that before you have seen proof, whoever you hire.
Do agencies or consultants handle AI search better?
Neither model has an automatic advantage; it depends on the people. Ask how they track ChatGPT and AI Overview visibility. I include it in every engagement, as described on my AI SEO and ChatGPT ranking page.
What red flags should I watch for in either?
Guaranteed rankings, secretive link sources, reports full of metrics with no link to enquiries, reluctance to name who does the work, and contracts that make leaving expensive. Any one of these deserves a hard follow-up question.
Why should I pick you over an agency?
If you want twenty years of experience applied to your site by the person you actually speak to, on monthly terms, I am a strong fit. If you need a large production team, I am not. Read more about me and judge for yourself.
Still Weighing Up SEO Consultant vs SEO Agency?
Thank you for reading a comparison that does not pretend one answer suits everyone. Businesses all over the UK have chosen the consultant route with me, and I am happy to tell you plainly whether it suits yours.
As a family-run business, we earn renewals each month instead of relying on contract terms. You will speak only to me, and every recommendation will be weighed against the enquiries and revenue it should produce.
Whoever you choose, your website should be quick, well structured and genuinely useful, because that is what Google and your customers reward. If I take it on, that is the standard I hold it to.
Send me your goals, or the agency proposal on your desk, and I will give you an honest second opinion at no cost.
